Windows 10: I can't open start button or search

I can't open start or search button my task bars are not working and when I try to open control panel it says window can't access may be you don't have permission when I try to open the files it says the same.i can't get to the setting since the start button is not working I used cmd to open the control and setting it says the same.the network also says it is turned off

I can't open the Windows Start button to get to the screens listed. Any other suggestions? This seems to have happened after the most recent update.

 

Can open Start menu but can't search

Hi @Lemmers. You can most probably fix this through turning off cortana and bing.

1. Click *Start + R to open run
2. Type regedit
3. Navigate (in address bar) to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Search
4. Right-click the Search icon and choose New > DWORD (32-bit) Value. Name the new value BingSearchEnabled
5. Double-click the new BingSearchEnabled value to open its properties dialog. The number in the “Value data” box should already be 0—just ensure it’s still 0. Click OK to continue
6. Below BingSearchEnabled, you should see CortanaConsent. Double-click this value to open its properties dialog. Change its “Value Data” box to “0”.

If you don’t see CortanaConsent, create it by following the same steps you used to create BingSearchEnabled. After restarting computer let me know how you get on. - *Smile

 

Start button and search bar not working

Problem that start button and search do not work has NOT been resolved. I have tried the steps suggested in previous answers but this has not worked. Altogether very frustrating and a big turn off to my opinion of Windows 10. HELP!
