Windows 10: I cant reset my pc because of a virus and most services are stopped like gpsvc and cant open it

Every time i try to reset my pc it just says "there was a problem with resetting..." so i tried just like everyone told to reinstall windows again via a usb, it didn't work, and the virus really affected my pc like i cant download stuff anymore, and i tried every single way i could think to reset it, so if anyone has an idea of resetting/repairing the pc please tell.

Windows Couldnt connect to the GPSVC service?

Yesterday, i logged in on my pc and got the error: Windows Couldnt connect to the GPSVC service, i searched abd i searched, and found things about using cmd and registry editor, but the problem for me comes in, when i try to open any .exe file, or any admin programs, they wont open, so i cant run things like cmd as admin, or regedit, and the second problem is, when i try to reset my pc, it says my password is incorrect, but it isnt, please any help?

From admin Command Prompt, run:

• sc.exe qc gpsvc & sc.exe query gpsvc
  

• net start gpsvc
  

• sc.exe qc eventlog & sc.exe query eventlog
  

• sc.exe query mup & sc.exe qc mup
  

Please post the output.

Additional poking around reveals that gpsvc depends on other system components to run successfully. The listed components are Mup and Remote Proceedure Call (RPC.) RPC has branches to DCOM Server Process Launcher, and to RPC Endpoint Launcher.
Neither of these shows up in Services, either running or stopped.
It seems that RPC usually results in people being unable to open photo viewers when it isn't running. I can open photo viewers.
How can I tell if either Mup or RPC is running correctly?
