Windows 10: I can't reset my pc or do a start up repair due to virus

I believe recently i accidentally installed a trojan/virus. Windows antivirus says that it's been removed but I'm still noticing major performance issues and when I tried to go through my system files, some specific folders would instantly close before i could do anything. I cant install any 3rd party antivirus software due to it either being shut down instantly or having an error due to "storage space", which shouldn't be possible since I have around 100gb of space on both my drives. I've tried repairing corrupt files through command prompt and there's still no difference and now I'm having t

Windows won't start or repair

Hi,

This issue may occur due to a
missing/corrupted system files. We suggest that you perform these methods
of troubleshooting steps to fix this matter:

Method 1:
Run SFC Scan.

To run an
SFC scan, follow these steps:

• 
  Run
  Command Prompt as Administrator.
  
• 
  Type
  sfc /scannow
  and hit
  Enter.
  

This will check and run an auto-repair on the issue.

Method 2:
Run DISM Tool.

After running the
SFC scan
and the issue still persist, run the
DISM
to check the system health and to try restoring the files. To run
DISM tool, follow these steps:

• 
  Run
  Command Prompt as Administrator.
  
• 
  Type the following command:
  
  • 
    DISM.exe /Online /Cleanup-image /scanhealth
    
  • 
    DISM.exe /Online /Cleanup-image /Restorehealth
    

NOTE:
This might take a while to finish scanning.
Do not cancel.

Cannot reset PC after virus infection

The issue that you are facing might be due to your WinRE being corrupted. I would suggest that you download the Media Creation tool and then try to perform the Reset.

download the Windows 10 ISO and create a Media Creation tool and then perform Reset.

Once you have the installation media, follow the steps:

• Start your computer from the installation media. Insert the disk or USB stick and restart your computer. If you see a message asking you to “Press any key to boot from DVD,” do so. If you don’t see the message,
  you might need to change the boot order in your computer's BIOS settings so that it first starts from the disk or USB. When you see the 'Install Windows' page, tap or click 'Repair your computer' link to start the Windows Recovery Environment.
• In the Windows Recovery Environment, on the
  Choose an option screen, click Troubleshoot and then
  Reset This PC
