Windows 10: I can't restart, reset, refresh or reinstall my windows 10 laptop.

I've posted about this issue before, but i have tried everything suggested and gotten nowhere, and this is my last attempt.

Laptop: Its an MSI Apache Pro GE62 6qf

Operating system: running windows 10 home 64-bit

Problem: the laptop can't restart, and can't do anything that involves a restart. So i can't update Windows, and I can't update any software that requires a restart. the laptop will boot up fine and shut down fine, but if i attempt to restart under any circumstances it will just get stuck on the MSI screen forever until i press the power button and turn it off. at that point it returns itself to the point immediately before the reset.

I have tried as an administrator:
properly shutting down the laptop completely

doing a DISM check with CMD (came back with no problems)

Renaming system system.001 (it wont let me since it always says system is being used somewhere else).

Running a troubleshooter on windows update

Installing windows updates from the internet instead of the updates bit in the control panel

running the laptop from a clean boot

restarting the laptop in safe mode

doing an scfscan (it comes back saying there are no problems)

using the windows tool to reinstall windows

reinstalling windows from the MSI menu

refreshing windows from the control panel

removing antivirus

removing all USB and external devices including cooling boards

manually checking all drivers are up to date (it SAYS they are but who knows?)

anything that requires a restart will just get stuck at the MSI screen, and nobody seems to be able to find out why.

I haven't been able to update my laptop for a year, and I haven't been able to take it back to where i got it because of coronavirus. However its still under warranty, but i really want to try and get this to work.

Any advice/last ditch attempts would be super appreciated. Please help me. I do art - anybody who can help me fix this, i'd be delighted to do a free commission of your choice!

Most painless way to reinstall windows 10?

It depends on the junk accumulated honestly, but there are various methods. You can always remove programs, delete download folder, media locations, etc. As some have suggested, keeping some items on a separate internal storage drive is an option as well. Depends on what you have, what your budget is and how you want to handle your system and data.

The method @RejZoR suggests is sound and a method I've used dozens if not hundreds of time with great success in the field. In many cases though the goal is to keep user data intact, and to repair the OS. In place upgrade as it is called is also only doable in that method if you can boot to desktop, if you can't, it is time for some more advanced options or a format & reinstall.

With Windows 8 and 10 there are refresh and reset options that can be leveraged as well. Hold Shift and click Restart to reboot your system, this will get you into the advanced boot menu, which you'll need to choose advanced options (I forget ATM what it is called) and choose one of a couple items, refresh or reset.

Refresh is essentially In Place Upgrade but a little more aggressive as it wipes the Windows Apps and you may need to reinstall programs. Reset is like an OS reinstall, wipes user data, wipes profiles, registry, performs a install from the system image. Often times I'll do this and bypass using a USB key on a system. Though there are instances where these options will not work if a system has a level of corruption that has not been repaired/resolved. Check the OS Repair link in my sig for more info if ya need.

You can freely reinstall Windows 10 as many times as you wish. No key needed. The digital activation is based on one of your machine's hardware id's, allowing you, for example, to swap your drive without impacting your activation.

Refresh is not as major step as a clean install which means deleting Windows partitions, and optionally formatting your disk. (Windows iso's are freely downloadable).

Why not just use the Windows 10 Settings > Recovery > Reset this PC?

As far as I know it's pretty much the same as a fresh install (as long as you have local access and aren't remoting in like some have mentioned...).
