Windows 10: I can't seem to disable S mode on my computer

Im on windows 11 and no matter what I update or anything like that I still get the same message when trying to disable it, "Something happened, and we can't complete the upgrade" I've tried restarting and resetting everything and still get the same message. Any help would be greatly appreciated, Thank you.

Step 3: To Turn On or Off Airplane Mode in Action Center

  Open Action Center by clicking Windows + A keys from keyboard.

If the settings are not refining, this issue might have occurred due to corrupted/ missing system files.

Step 4: I suggest you to run SFC scan and check if it helps.

Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.

Follow the below steps:

• Right click on the Start button, click on
  Command Prompt (Admin).
• Type “sfc /scannow” without the quotes and hit
  Enter.
• After the scan, restart the computer and check for the issue.

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .
