Windows 10: I can't seem to open my laptop normally, no notifications nothing , so how do I fix this...

Please give me detailed steps on what to do , as I need to get back to work I can't Afford to miss out any classes . Please help!! I can't seem to open my laptop normally, when I first opened it since the issue it said to set up a Microsoft account then I read how to solve that on Google so I pressed shift + f4 on restart since then first came safe mode then this desktop where no wifi or other settings on the bottom right show up , not even notifications , so how do I fix this please help

Yeah, thats not a solution she is interested in......I've suggested that course of action. Thanks though.

Just to clarify, I feel that there MUST be a step, or series of steps to turn off JUST the wireless notification sound. Thats what Im driving @ here.
