Windows 10: I can't set up a new fingerprint in new user account

i have 2 user on my laptop. The old user can setup a finger and use normally. But when i use a new administrator account, log in microsoft account, active windows hello for password, PIN but not fingerprint. It show a box tell me to "touch the fingerprint sensor", but when i touch, it change to "sorry, something went wrong. close windows hello and start set up again". I switch back to old user try to set up and it work fine. i just cant set up a new one in my new user.

Hi,

When you create a new user account, Windows uses the Default user profile as a template to construct the files for the newly created user account. You might be experiencing issues creating new accounts due to a corrupt Default profile. To
resolve the issue, we suggest reinstating the Default folder in the
Users directory by following these steps:

• Log in as an administrator.
• Open the C:\Users folder using Windows Explorer.
• Rename the Default user profile folder to Default.OLD.
• Download a zip of C:\Users\Default from a Windows 10 installation that doesn't have this problem.
  
• Unzip the non-corrupt Default profile into C:\Users.
• Try logging in to the new user account and check if the problem is resolved.

If the issue doesn't persists with new User Account, I would suggest you to fix the corrupted user account and check.

Method 1:

To create a new User Account follow these steps:

• Click on Start. Click on
  Settings.
• Type ‘Add, delete and manage other user accounts’ in search box.
• Now click on ‘Add someone else to this pc’.
• And follow the instructions to create a new User Account.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
