Windows 10: I can't start almost anything, no matter whether from the Desktop, Start Menu.. please help

Hi,My cursor is o.k., but the only things that function when I click on them, is the Task Manager and the Powershell admin. No matter where I click on browsers, the Control Panel, the antivirus etc.- from the desktop, the start menu etc.-the cursor shows as if my laptop was working on something but never opens anything anymore. When I click on Control Panel, I get a message, " ::{26EE0668-A00A-44D7-9371-BEB064C98683} " and that doing the task didn't succeed. Could you, please, let me know how I can make my laptop function again? Thank you.

Start menu not working

• Did you make any recent software/hardware changes to your computer?

As an initial troubleshooting step I would suggest you to install all the pending updates on your system and if you are using Microsoft account suggest you to sign out and sign in again and check if resolves the issue.

Start menu default internet acces icon screwed?

You generally set that via the Start Menu settings (right-click start menu -> properties).

I had that issues a while ago, and it meant removing it from the Start Menu, and reinstalling my browser to get the icon back, it was very odd.
