Windows 10: I can't sync my.laptop

I went to log I to my laptop and never had this issue ever but when I logged I to my laptop a completely different screen came up and all the things I'm use to are gone. When I tried to sync my account it would not let me do that at all but I'm synced I to my email account on my laptop. Please help me get what I had originally

OneNote on iphone not syncing to Toshiba laptop
