Windows 10: I cant unlink my Microsoft account because I cant access the browser option

I want to unlink my Microsoft account from my windows so I can start using stuff again.I keep getting the "cant login to xbox error 0x8007003B " and I also keep getting the "Too many requests" from the browse when I try to unlink it on the browser.Microsoft is the only company that makes it hard for you to give them money.
