Windows 10: I cant upgrade windows 11 to 24H22 I get 0x80070002 - 0x200-07 failed in safe-os phase...

I tried uninstalling Acronis anti virus. I couldn't clear SoftwareeDistribution because it was in use even after stopping update. System is HP Pavillion i7 running 23H22. I also tried repair to repair the system files - it also failed with 0x80070002 .Update runs to 63% then restarts - says "working on updates 0%" then undoes changes. Frustrating!Thank you!

Error when trying to upgrade to Windows 11 from Windows 10 using a USB drive. Earlier attempts to upgrade directly from a download also failed with a different error message so went to USB approach as recommended by Support.

Error Message was:

0x80070002-0x20007
