Windows 10: I cant use all my RAM

Discus and support I cant use all my RAM in Windows 10 Software and Apps to solve the problem; I have 32 gigabyte RAM in my PC and it says that 31,7 usable.     I have 32 gigabyte RAM in my PC and it says that 31,7 usable. It's all good, but I recently discovered if I use 8 gigabyte of RAM in the Task Manager it says that I am currently using 50% of all my RAM. I don't know why I've written that I have 32 gigs and 31,7 usable so even if windows needs some to run itself it wouldn't use 16 gigs of RAM all by itself, would it?
