Windows 10: I can't use the @ symbol on my pc I have tried the alt + shift combo but all I get is " or 2

Got new pc but the @ key doesn't work tried all the combos Please someone help me I have the Netherland dutch keyboard setting

CTRL+SHIFT keyboard combos not working

I've been using Windows 10 at home for a couple years. I use numerous keyboard combinations that involve CTRL+SHIFT. For example:

• CTRL+SHIFT+V to paste text without formatting
  
• CTRL+SHIFT+T to reopen a closed tab in Google Chrome
  
• CTRL+SHIFT+E to export photos in Adobe Lightroom
  

And so on.

My problem is that all CTRL+SHIFT keyboard combos stopped working. I don't know how or why! Suddenly one day they didn't work any more. Whenever I press CTRL and SHIFT at the same time, I get a beep, and the desired combinations don't do anything at all. This problem persisted for more than six months. I tried everything I could think of, researched many forums and message boards. Nothing worked! I gave up and learned to live without it, though I was quite frustrated.

Two weeks ago I noticed the functionality had returned. CTRL+SHIFT keyboard combos worked again! No more beeps! What changed? I don't know. I enjoyed using these shortcuts again, until about an hour ago when they stopped working again and the beeps returned.

And here's the kicker: midway through drafting this post, the problem once again went away. CTRL+SHIFT is working again. Hooray. But for how long?

I strongly suspect that I'm inadvertently turning some setting on and off. Can somebody please tell me what or how? This is kind of driving me crazy, and I don't want to be at the mercy of my own stupidity any longer. I can't be the only person having this problem, can I?

 

Key Combo on Microsoft Wireless Keyboard 3000 V2.0 doesn't work

in OneNote you can use Alt+Shift +D to input today's date. Yet when using Microsoft Wireless Keyboard 3000 V2.0 you can't use that key combo.

I've tried the following;

- Uninstalling the KB driver

- Reinstalling the hardware

- Installing and updating KB and mouse software from MS.

- Rebooting

The keys on the laptop allow the combo fine it's just this one wireless device that isn't allowing Alt+Shift+D (or T) Does anyone know if this key combo is supported on this device?

 

Control + Shift + T Issue.

I forgot to mention, that the hotkey works system-wide.

Here's a list of the letters next to the symbol it generates (I made this list once before but I accidentally pressed control + shift + w and my browser closed on me).
