Windows 10: I deleted my Windows file and I don't have a backup if I reinstall the windows 10 will...

I wanted to reinstall window 10 but I'm having lack of space issue so I was wondering if I delete some window file or if I delete my window file and reinstall the Windows 10 will those file come back up because I do not have a backup and I try using a USB is still not working I don't know what to do anymore

I deleted $Windows~.BT folder that was propably Windows 10 files. How to recover?

So about two weeks ago I deleted a $Windows~.BT folder (through the cmd). Now I know that was Windows 10 files ready for install.

How can I download it again? I'm sure I need to reinstall some update. But which?

Restore factory settings do list Removes your personal files, apps and settings, and reinstalls the version of Windows that came on this PC.

So if this isn't true well than just erase the drive and install a clean Windows 10 with all the drivers u need but why should it be true
