Windows 10: I forget my password, I do the reset steps, my phone number is old, I changed. Can I verify...

How do I change an account password when the account has not been two-step verified?

Whenever I choose forgot password, it wants be to two step verify the account. I am able to do the e-mail verification where a code is sent to the email, but I am unable to to the other two steps because I am not able to scan a bar code for the authentication
app and the phone number used is an old phone number.

Also, to obtain a bar code to scan, you have to be able to log into your Microsoft account to verify it, which of course, I cant do.

This account is a school email which I use for outlook and I want to use this school email to sign in to my Surface pro 4 device.
