Windows 10: I get an error message: "You'll need to provide administrator permission to delete this folder"

I am listed as my Inspiron PC Windows 10 ADMINISTRATOR, but when I try to delete certain files, I get an error message: "You'll need to provide administrator permission to delete this folder".

When I hit continue, I get: "You require permission from "COMPUTER NAME\emailname" to make changes to this folder.

If I'm the administrator, why am I getting this error message?

Unable to delete a particular folder. Error: "You require permission from Administrators to make changes to this folder."

Windows Edition 10 Version 1809, OS build 18272.1000

After installing the latest creators update I have the following issue. When using Explorer to delete a folder that is not empty I always get this issue: "You require permission from Administrators to make changes to this folder." It doesn't matter
if I just created it or not. I can remove the folder just fine using rmdir <folder> /s /q.

Steps to reproduce the issue:

1. Using explorer create the folder c:\users\rob\a\b\c.
2. Using explorer try to delete folder c:\users\rob\a.
   1. It fails with "You require permission from Administrators to make changes to this folder."
3. Using explorer delete the folder c:\users\rob\a\b\c -works just fine
4. Using explorer delete the folder c:\users\rob\a\b -works just fine
5. Using explorer delete the folder c:\users\rob\a -works just fine.

This will also reproduce the issue

1. mkdir c:\users\rob\a
2. mkdir c:\users\rob\a\b
3. mkdir c:\users\rob\a\b\c
4. Using explorer try to delete folder c:\users\rob\a.
   1. It fails with "You require permission from Administrators to make changes to this folder."

This is a new behavior and is causing some build tools to fail.

Cannot delete .Trash-999 folder

So I am trying to delete a folder from my secondary HDD called .Trash-999 that is from and ubuntu bootdisk. I managed to do it on the c:\ drive, but on my d:\ drive i am getting an error telling me that i don;t have permission to delete it.

I recently had a problem with windows permissions and fixed it on the c:\ drive with a windows re-install but i accidentally set up windows on d:\ The files contained within are from a mistaken windows install, which i tried to delete through ubuntu, it seems that ubuntu was able to move the files to the trash, but unable to delete them entirely.
When i go to security on the folder, it tells me that i don't have permission to do this action. although the permissions on the folder gives re/write to everyone. However, when i go to the individual folders in there, no one has permission and when i try to give permission i get an access denied message.

Update - I just found a nifty little program that adds a take ownership option to the right click menu, this has allowed me to (finally) delete all the folders/files i need to.

If you are prompted that you need to provide administrator permissions when modifying or deleting a file or folder, it could mean that you are not logged in as an administrator, or that an application is hindering you from modifying or deleting that specific
file or folder. Can you tell us if there are any third-party applications installed on your device?

As a first troubleshooting step, we suggest that you modify or delete the file or folder in
Safe Mode. Booting in Safe Mode would start Windows in a basic state, using a limited set of files and/or basic drivers. If you are able to modify/delete the folder in
Safe Mode, we will know that the issue is not caused by Windows. You may boot Windows in
Safe Mode by following the steps on this link.
