Do I need to reinstall the entire operating system to resolve this?

I suggest you to run the Windows store app
troubleshooter and check if it helps.

  Click on Windows Store app.

  Follow the on-screen instructions to run the troubleshooter.

Restart the app, check if issue is resolved.

Method 2:
