Delete mails in Outlook but want to keep mails untouch in webmail

When I deleted an email in outlook and my webmail got deleted too. I want to keep all the inbox mails from the webmail even I complete deleted in outlook. I spend hrs can't think it out how. Any step by step instruction? I'm using IMAP account btw. Thanks and Merry Christmas.

 

Outlook Mail only working when my VPN is active for Desktop Computer.

For about the past six months, my free Outlook Mail only gets to the Sign-In page when my NordVPN is active. The problem usually starts about the 5th day of every month and lasts about a week, until all of the sudden, I don't need my VPN to sign in for the rest of the month. When the VPN is Off, the Privacy Error Page comes up. When the NordVPN icon is white (shown underneath the red arrow), it is off:

The Free Outlook Mail has a plethora of problems listed if you do a search. Most of the problems are that the Free Outlook Mail doesn't work when using a VPN. My problem is completely opposite of that. I can only get to the Sign-In page if my VPN is turned on (icon for NordVPN shows blue when On, as shown underneath the red arrow) and the Sign-In page pops up:

Now I know that probably most of you would say the reason I'm getting the Privacy Error page is because I wasn't using a VPN; but I never, ever had to use a VPN to sign into Outlook Mail since its inception of changing over from Hotmail. The odd thing is, Outlook Mail works on my iPhone without using a VPN on my phone, and I never get a Privacy Error on the Apple device. It costs about $60 a year for NordVPN; but the problem is, Microsoft Outlook Mail is the only site that throws me a Privacy Error page out of the 100+ sites I have in my LastPass Vault. Does this imply that if I wish to check my mail on the desktop, that it is going to cost me $60 a year because one site refuses to load a page because some idiot at Microsoft Outlook Mail doesn't know how to issue/verify SSL certificates every month?

@PiKo Thank you for that suggestion, as I almost mercifully had forgotten about that approach. I ran the command and rebooted the computer; however, the problem still remains:

If you look at the error, next to the green arrow, it is a Common_Name_Invalid error related to an outdated certificate in relation to the url that it is trying to reach. Upon searching that error, it has come to my attention that Microsoft Outlook Mail is not configured correctly on their end and the user can do nothing but twiddle their thumbs until they fix it. The problem is that it happens every month for about a week and only suggests that the administrator of the certificates has no idea what they are doing for about a week of their job every month. That is probably their binge drinking week and when they sober up, they end up fixing it about two and a half weeks into the month.
