Windows 10: I get what I think is the Windows 11 window right after I open my session, and it's all white.

Hello, I'm having a real issue. Everytime I try to open my session, I get what I believe to be the Windows 11 window where I can should to update to Windows 11 or "remind me later". Except it's all white.There are still the buttons for the volume and ease of access center :I can do Ctrl+Alt+Del but I can't find a way to get past this and enter my session.So I restarted and booted in Safe mode to be able to get to my session. I created a new user, restarted again and booted normally and managed to get into the other user's session without the issue.So I figured I would need to install Windows 1

White Sticky Notes window opens with sticky and cannot be stopped

I did what you suggested. I also tried both repairing and resetting the Sticky Notes app, and nothing changed. I'm still getting the main white window every time I open a new note if one is not already open. If I right click on my start menu shortcut and
click on open new note, I get the white window and two new notes. If I right click and select notes list, I get a single note along with the white window, which I'm pretty sure now is the notes list.
