Windows 10: I got a blue screen error, but it's stuck at 0% what should ı do?

I got a blue screen error, but it's stuck at 0%, it doesn't progress. Should I turn off the computer? The problem is not hardware, I need the computer to be turned on for software problems, but there is no progress. Stop code: CLOCK_WATCHDOG_TIMEOUT

Before we proceed I would like you to answer the following question:

• 
  What is the make and model of your computer?
  
• 
  Did you make any changes prior to the issue?
  

The issue might occur due to Viruses, or something changing/deleting in Registry Files, a failure during Bootup, or a corrupt file which could be due to age of a computer or viruses or somebody tampering with files.
