Windows 10: I got a very mean virus

I got a virus that will not allow me to go into safe mode, reset the pc, reset from a usb, delete any files some say the file is open in another location or does not find it some files are back when I reboot the pc, run any programs as it tells me that is a dangerous program and it is prevented from running. I think that even a Norton Guy ran away from the problem because it said that it was a windows problem not a virus which I doubt it because it is preventing anything that might get rid of the virus. I tried to move my files to an external hard drive to wipe it all clean but it restarted

Step 1: Find Pirated version.
Step 2: Download (which takes far longer than all the waiting for saving would take if your internet connection truly is slow)
Step 3: Scan downloaded copy with anti-virus.
Step 4: Install and pray hard that it isn't virus infected
Step 5: Install the pirating bit and pray some more that it isn't a virus
Step 6: Enjoy with above worries
Step 7: Save
