Windows 10: I got Blue screen after changing battery maximum and minimum in to 60%

Asking for help me in blue screen laptop after changing battery maximum and minimum into 60% and after restart the blue screen came and i can't open again it's looping on blue screen

Can't change minimum and maximum processor state.

My minimum and maximum processor state are both set to 100% and for some reason i can't change them they are like stuck to 100% even if i try to restore my settings to default the settings will still remain at 100%.

i want to change my minimum processor to 5%. because my laptop is overheating a lot and sometimes my laptop's screen blacks out while I'm playing games or running 3-D software rendering

I already tried to install new windows and first thing to do is change power options but it didn't work, what else can I do ?
