Windows 10: I had recently done a system restore on my windows 10 but since then I haven't been able to...

Initially I had a problem where the wifi adapter was not working and in order to fox i tried system restore to day before yesterday. The wifi issue was resolved but these new issues came up due to which I can't access settings, start or search. Also I have tried dism cleanup-image but it gives me error 87

Can you or anyone suggest a way to remove the virus? Haven;t been able to enter safe mode. I did trya windows repair program called system restore, which failed at two restore points.
