Windows 10: I have a blue screen when I start my laptop computer

I have a blue screen when I start my laptop computer and nothing I do works. I turn my Laptop on and a black screen with dynabook comes up. then the screen turns blue and it is just blue nothing else. and none of the keys do anything.

Hi all, Please bear with me as I'm not very computer literate lol!
My daughters laptop (old dell c400) just went to a blue screen when starting up! Anyway,was told to re-load windows disc. However there's no cd drive or floppy drive!
Found an old external floppy drive but don't have windows on floppy!
Also ran diognostics and it passed everything until it came to DST SHORT STATUS TEST,then came up failed! Any suggestions or is it a brick?*Bang Head :banghead:

 

Screen goes blue / black on start of atitool

i tried 0.26 and the new beta but its the same... if i start atitool the screen immidiately goes blue or black and i have to reboot... the computer doesnt really hang but the screen seems to be lost.
any suggestions? i dont have any other programs running, i dont even want to OC my card i just want to have control over the fan speed, i have a x1800xt btw.
