Since it is a new HP laptop and you want to reset it, instead of using the Windows 10 Reset, why not use the HP Factory Restore application, it should be located on your Start Menu - the alphabetical list - scroll down to the HP suite of apps and look
for recovery . . .

HP laptop won’t factory reset

I am an HP user just like you.

Instead of using Windows factory reset, I recommend using the HP Cloud Recovery Tool from Microsoft Store to factory reset your device. Unlike Windows factory reset, this is more efficient for factory resetting an HP laptop. Not to mention, it's not from a third-party developer, it's from HP, so it's completely safe to use.

However, you will have to meet these prerequisites before you use this tool:

1. Supported computer with an active internet connection

2. Power cable

3. 32 GB+ USB drive

4. 20 GB free space on C drive

5. 2nd USB drive for backup (optional)

You will also have to consider taking out free time for attempting a factory reset with this tool. I attempted a factory reset with this tool once and it took 4-5 hours for the process to finally complete. That being said, it was worth it as it fixed all the issues that I was facing earlier.
