Windows 10: i have a problem whit my wallpaper

I have a problem whit some white pixels on my wallpaper. It's really annoying. Whenever I open an app or a tab it disappears. I don't think it's my monitor's fault. Can anyone help me? What should I do?

  Are you not able to choose the directory where the wallpapers has been saved?
  

As an initial troubleshooting step, I suggest you to restart the computer and check if you are able to successfully change the lock screen wallpaper.

  From Desktop, right click and select
  Personalize.
  
• 
  In Personalization window, click on
  Lock Screen in the left pane.
  
• 
  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.
  
• 
  Close the Personalization window.

Problem whit Direct3D

Hi.I have a problem whit Direct3D on windows 8.1.When i will play,I can play games like F1 10-15 minutes and next the game is stopped and on my screen shows D3D Device has stopped working.I tried evrything,but nothing for now.My pc is whit OS windows 8.1,Processor:AMD
FX 8350,Video card Palit Geforce GTX 750TI,Asrock 990 extreme 6,8 GB RAM,1 TB HDD.And I'm whit the lasted drivers on my video card.

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.
