Windows 10: I have a surface pro 4 which is stuck in a loop

My surface pro 4 keeps trying to update to Windows 11 even though it can't take it, it was still rolled out to it Why? anyway back to the question I really want to ask, each time I turn the surface pro off it says shut down and update to windows 11 so it goes through the download process and then tells me update unable to be completed so reverses the upgrade. The problem is it goes through this every time is there a way to stop this for good rather than just pausing it? Thank

Rebooted Surface Pro 4 with the USB which installs Windows 10 but it's stuck on Windows setup

Rebooted again the surface pro 4 since it was stuck booting to Surface UEFI followed the same instructions as the lady who posted this question "Surface Pro 4 stuck booting to Surface UEFI? Loop". Did all the steps but when it came to setting up windows
I can't click on anything in the windoes setup, I can't even click next to continue to the next step. Funny thing is that if I remove the USB and open the Surface UEFI I can press and interact with the screen.

Please help before I smash this tablet, I've been frustrated for days. It shouldn't be this frustrating to use a product that's catered to everyone.

Thanks for pointing me at that but I'm afraid it didn't work - only got me back to the SURFACE UEFI screen.

I'm really struggling with this and may have to return the device. Pity, it's a replacement for my previous Surface 4 pro with which I was very happy (in fact typing this on it).
