Windows 10: I have a windows 10 pc and after less then 10 seconds it keep randomly going back to the...

As I was saying today my computer started to act up and when I logged in it started to show me the log screen again and again so I had to type in my password multiple times I tried restarting and unplugging my pc I also checked my screen saver and it was off I remember this happened to me a year ago and it's happening to me again I usually unplug my pc but yesterday I put it to sleep and a message popped up I ignored it maybe that's what happened but I'm not sure why it keeps on going to lock screen when I log on

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
