AMD 8-core CPU is throttled at half speed

I have upgraded from Windows 7

Windows 10 Pro 64-bit

AMD FX 8320E (8-core) with 16 GB RAM

MSI 970A-G46

NVidia GeForce GT 710

Task Manager shows below

Maximum speed: 3.2 GHz

Cores: 4 -- posted separate thread about this (device manager shows 8)

Logical Processors: 8

When I start doing some video editing work, it appears task are taking twice as long as on Windows 7. Task manager shows only about 50% utilization at 2.0 GHz. So it's throttled to half speed.

Run CPU-Z, shows 8 core.

Run CPU-Z benchmark, shows about 50% at peak for each of the 8 logical processor

Did a bit search and tried below

Check for BIOS update, none

Install AMD Overdrive (did not tweak anything), frequency 3.5 GHz, shows 8 CPU, thermal margin about 20-25C, no issue

Install AMD chipset driver (2016-04 edition), reboot, no change

Found an article about HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\AmdPPM, modify Start from 3 to 4, reboot, Task Manager shows 100% instead of 50%, however, benchmark did not change, so appears to be just display change

What else can I do?

The CPU isn't supported AMD A6-3420M

I have AMD Quad core A6 -3420 M laptop and when I check PC for window upgrade got the following message

"This PC can't run Window 10"

I am running Window 7 home Genuine

4 GB DDR3

500 GB Hard disc (plenty free space more than 200 GB)

AMD Radeon HD 7470M

Can any one suggest whether my PC is compatible with Window 10. If it is how can I do upgrading.

I have 8 gigs of ram, 930 gigs of hard drive storage. As for the CPU, it's a 2-core AMD A6-9225 and has a base speed of 2.6 GHz

Yeah, I just disabled startup for a few unnecessary apps.
