Windows 10: I have been getting a startup error, how to fix?

After not using my pc for a few days I have tried to start it up and I keep getting a message of “reading media” and then a black screen that says my device ran into a problem with the error code: SYSTEM_THREAD_EXCEPTION_NOT_HANDLEDI tried running safe mode to maybe try to uninstall drivers but i cant even run safe mode because I get the message “Windows cannot complete installation in Safe Mode. To continue Installing Windows, restart the computer.”What do I do to fix this and be able to use my pc and what caused this?

Getting an app error on startup.

To address your concern on startup application error, you can disable
7d67b.65e857 on startup. Follow these steps:

• Right-click on taskbar.
• Select Task Manager.
• Click Startup tab.
• Right-click 7d67b.65e857, and then choose Disable.
