Windows 10: I have been trying to upgrade to Windows 11, but I get the error 0x80070003.

I have been trying to upgrade to Windows 11, but I get the error 0x80070003. I had upgraded the motherboard and processor to be ready. Settings/Activation says "Windows is activated with a digital license linked to your Microsoft account." I ran DISM.exe /Online /Cleanup-Image /Restorehealth and I ran sfc/scannow. SFC found corrupt files and repaired them. Still, no luck, it still fails after about 8% download.

Reboot Windows.

Re-run Windows 11 setup. Post fresh setupact.log if the setup doesn't succeed.

(If that doesn't help, we may need to rebuild the EFI partition via WinRE.)

I've tried many times over the course of two weeks and I keep getting the same errors. From the research that I have done, it seems that it may be video driver related. I updated to the latest Nvidia drivers and it didn't work.
