Windows 10: I have followed all instructions for changing windows display language from Spanish to...

I am getting increasingly flustered with the performance of Windows products with every passing year. It's to a point where it's a struggle just to change basic configurations. I have viewed all of the documentation provided by Windows online support and none of the methods work. I downloaded the necessary language packs and can change every type of display except Windows display Language Idioma from Spanish to English. I have attached a screenshot and it clearly shows I do not have the option to change to English in the circled drop-down even with the language pack Ingles Estados Unidos

How to set a default language.

Steps to do that are listed here:

1. go to your start menu and open settings. (this should be the icon just above the power icon)

2. When settings opens, go to time and language

3. from the left hand menu select Region and Language

4. At the top your country or region will most likely display English since that is what it is set to from the reset.

5. Click on the + sign below to Add Language.

6. in the search box type Spanish

7. Spanish will display a few different types of Spanish, pick the Spanish that best fits your needs.

8. Once you click the Spanish you would like to use, you should then see Spanish listed and English.

9. Click on Spanish to highlight it , it should come up with options.

10. Now you will want to select as default.

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

And, sort of the same here --> Add a language or keyboard

Change your Windows display language

  (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
• Tap or click Time and language, and then tap or click Region and language.
• Tap or click the language that you want to set as your display language.
• Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
• Sign out and then sign back in to finish.

I suggest you to try the steps below to install Spanish language pack and check if it helps.

• Press Windows + I key.
• Go to Time & Language.
• Click on Region & language.
• Click on Add a language.
• Search Spanish and follow the on-screen instructions.
