Windows 10: I have Minecraft with an xbox account on my phone, can I get my account on PC?

I have been trying for days to get my minecraft account from my phone to my laptop via minecraft launcher, but it always just asks me to buy the game again. Do I have to repurchase the game I already bought to play on my computer?

Minecraft from xbox to pc

So I just downloaded minecraft on my xbox but for some reason it's not showing up in my games in the play store on my pc. I can play it on xbox and according to the mojang website, I should be able to play it on both my xbox and my pc. These are the steps
that it says to take:

For Windows10:

1. Using your Microsoft account, sign into the PC where you want to install your games.
2. Click on the three dots in the Windows Store next to your profile pic.
3. Go to My Library. If you already own the game, you can download it from there.

Your account can be logged in on the official website and Microsoft Store, which means that it is completely fine to log in to the service and account.

You can flow these steps to try solve the issue:

1. Click search on the taskbar, type "services", and click to open the Service App in the search results.
   
2. Search for the services starting with Xbox in the Service list, and make sure they are all enabled.
   
3. Then, please reopen the Xbox app and the Minecraft launcher, and click Login to see if you can enter the account password to log in successfully.
