Windows 10: I have TPM 2.0 on in the UEFI BIOS PC firmware yet I cannot update to windows 11

I will link my pc down below so that you are aware. I've been trying to update to Windows 11 with no luck. PC Health Check says TPM 2.0 is Disabled on this PC. The UEFI Bios says that both TPM 2.0 and Secure boot are both enabled. However the PC Health Check says that TPM 2.0 isn't enabled. I have put an image down below showing that it is enabled. I have tried to turn it on and off along with trying the ISO download but no luck. TPM update

Don't know if this is the right place for this thread but whatever, laptop informed me that " a firmware update is needed for you security processor (TPM)," now, i looked up what to do and from a microsoft support thing, the last step says to clear the tpm. it has a warning saying to back up my data, i would like to know what clearing the tpm does, and what measures i need to take to make sure nothing goes wrong.

 

TPM support

The TPM 2.0 specifications can be implemented by a hardware chip, in which case it will be listed in the bios as 'TPM'. Newer processors can also support a firmware implementation of TPM 2.0. This is where it gets confusing as that may be listed in the bios as fTPM or PTT. All implementations of TPM 2.0, hardware or firmware, will meet the W11 requirements. TPM 2.0 for Windows 11 - What about Intel PTT and AMD fTPM?

 

Issue after upgrading TPM firmware

However after completing the steps that are listed within this article I am still not able to complete the actual upgrade. I still have the pop up that states i need to upgrade.

I followed the following steps:

1. ensure all upgrades are up to date.

2. download the specific .EXE firmware update file and run it on my machine as an administrator

3. clear TPM and restart.

however simple these steps are I have not been able to complete the update.

I am on a HP Z240 SFF 1.2 TPM

What can I do to ensure that my TPM is updated to the latest firmware?
