Windows 10: I just built my new PC I9-10980xe but getting blue screen when installing brand new OS.

It'll only let me install windows 10, i try for windows 11 but it gives me a bluescreen after booting from USB and restarting. I've installed W10 and when updating drivers I also got a blue screen with the same error. I booted into safe mode and found the event viewer logs for the error/bug for the following below. The computer has rebooted from a bugcheck. The bugcheck was: 0x0000007e 0xffffffffc0000005, 0xfffff8075ccf6155, 0xffffb00072889cc8, 0xffffb00072889500. A dump was saved in: C:\Windows\MEMORY.DMP. Would it be possible to get windows 10 for free on a brand new custom built computer with no current OS on it?
