Windows 10: I just got a "your device has been blocked due to illegal activity by the state of...

I just got a warning that me device has been blocked due to illegal activity in Pennsylvania. It seems to be locked with a number to call Microsoft windows. I did not call or log in.What should I do.

OEM activation blocked due to Win 10 build failure

Hi,

I did try pretty much all the fixes I could find for the bootloader expired error but nothing worked I just seemed to be spinning in circles with it.

In response to your questions:

Yes, it activated successfully from the upgrade but now states blocked in the Control Panel/Store and suggests this is due to the upgrade failure.

Windows 10 which is currently installed and working is accessible and there is nothing but Microsoft's media creation tool installed as I tried to do a rollback to Win8 which is blocked due to the OEM recovery partition being hidden.

I do not believe I can now phone activate as the key is locked in the UEFi BIOS and I can only read the last 3 sections of it in the Windows Control Panel/Store page for activation.

Please run HDTune first, in the order posted!

• check the health,
• scan for errors, no quick scan but full scan
• run a benchmark.

It may take some time, but please take the time you need to perform it properly.
When above is done please make screenshots of the following

• the health,
• the error scan,
• the benchmark incl. following
  • transfer rate,
  • access time,
  • burst rate,
  • cpu usage.

Run the long test.


Note Do not run SeaTools on an SSD as the results will be invalid.
Make a photo of the result and post it.

Illegal State was requested

I basically have the same question as here. I have reset the password. Added information to my Microsoft account. I receive the "Illegal State was requested" when verifying my account in "your info".
