Windows 10: I just received a email from *** Email address is removed for privacy ***

I just received an email from *** Email address is removed for privacy *** that my account is blocked and I should verify my account and then wait for their response. Normally I would ignore an email like that but the email has me doubting this one. The email is in Dutch and it doesn't really read smoothly but I just want to know for sure before I delete something that I should respond to.

Can someone tell me if this is a genuine email or something to delete?

Hi I keep receiving emails in hebrew from the email address *** Email address is removed for privacy ***. Is this a legit Microsoft email? If so, is there someone else using my Microsoft account? I didnt change it to Hebrew...

I have started getting hundreds of emails from L:
*** Email address is removed for privacy ***; It usually has something before it like this: Bank (L: *** Email address is removed for privacy ***). I will get this multiple times per day. However if you look at the email address they are all different.
Looks like they are computer generated. How can I stop these emails?
