Windows 10: I keep getting error code of 0x80070005 upon trying to open any download or do anything really.

I have admin access but my pc which is a lenovo yoga c740 is throwing out access errors. I have reset windows numerous times but this is not magically fixing. If any advice I would greatly appreciate it.Also my windows is not allowing the use of fingerprint or facial Windows Hello recognition for some reason either.

Trying to download windows 10 to a media device (USB) for installation on another PC and keep getting this error. Am wondering if I should be following the steps suggested for error code: 0x80070005-0xA0019 ?
