Windows 10: I know my password but I can't use it. Windows 10 forgot my pin

Specifically it cannot find my PIN. I tried reseting ICACLS on the NGC folder via recovery command prompt and all sorts of other hacky stuff. I really do not want to have to rebuild the machine again literally just completed this process for a different reason less than 5 days ago. Any way to force it to use a password again?

Have PIN for Windows 10 but need Windows password

To set up a PIN on your Windows account, we suggest that you follow the steps below:

• Type the word pin in the search box and select
  Set up PIN sign-in.

  Enter the password for your user account, then click the

Forgot Windows 10 password...

So I fired up my laptop in order to use it to flash a router without mucking around with the rest of my networking... and I forgot the password to log in. Is there anything I can do short of reinstalling windows, or downloading a Linux LiveCD? (If I do have to download something, I'd prefer the file size to be as small as possible, because of evil data caps)
