Windows 10: I lost administrative privledges and tried every suggestion listed and need to quit hoping...

Whenever a action on my Lenovo Windows 10 that need Administrative Priviledge the box that that pops up on the screen asked like it always has and you have to click on the YES r NO boxz, but in my case there is no YES box and the sytem is told NO and we move on and watch for anyone that has had success in fixing the proble. Frankly "THE ONLY THING" I have any desire in where to find a new Windons 10 program and someone has them. NO need to say I have a YES OR NO choice to click on in the on screen box, It's always No and I retired 5 years ago and I'm in the position to enjoy my retiremnt and s

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Do let us know the following to assist you better:

• Which was the host operating system on your device?
• How did you attempt to change the settings and from where?
• Were you using administrator account/ standard account?

I suggest you to enable the Built-in administrator account and check if the issue persists.

Steps to: Enable Built-in administrator.

• Press Windows + X key together on your desktop screen.
  
• Click on Command Prompt (admin) to open
  Command Prompt.
• Type the following command and hit Enter:
• net user administrator /active: yes
  (Check for the spaces)
• Now log off from the current user and try to login to the administrator account that is enabled.
  

Note: Please follow the same steps and type net user administrator /active: no to disable admin account after the troubleshooting is done.
