Step counting on Windows phones is often done by dividing distance by stride length or make a best guess in an app. That's how it worked in the old Health & Fitness application by Microsoft, to make it available for all phone models.

While waiting for a solution, I suggest try the Steps SensorCore sample app from

Microsoft Apps

It supports the 930, so we should be able to isolate, if this is an issue with the motion data collection in the phone or a Fitbit issue?

This issue might have caused by a misconfigured Bluetooth settings. For us to troubleshoot this issue, we suggest that you follow the steps given on this article:
