Windows 10: I NEED HELP!!! RYZEN 5 5600x AND RTX 3060 LOW PERFORMANCE

I need help, so my spec ryzen 5 5600x and rtx3060 32gb ram 4 stick 850watts 2tb ssd. When gaming my GPU percentage mostly of the time are 99% but my CPU is always low, except valorant, like other game such as csgo i cant get over 10%. before i build this pc i did some research and i see a lot of people have the same exact spec but wayyyyy better performance, csgo i cant get over 200fps low setting and low resolution, and idk if its because of cpu usage or not ive tries many things to fix such as update driver, overclocked, and even reset window many time but cant fix the problem. if you had th

WHEA-Logger Ryzen 5 5600x

When I play some game, the pc just restarts immediately. When I check the Event Viewer, I see the error is WHEA-Logger with even id 1. It is said that "A fatal hardware error has occurred. A record describing the condition is contained in the data section of this event." but I don't know which hardware is error. I've tried to install a new window, but the issue is still there. Here is my specs:

B450M-Pro4-f

16gb 3600Mhz

RTX 3060TI MSI Ventus 2x

PSU P850GM

OS: Windows 11 22H2

Building the wife a computer, our 3rd Ryzen CPU coming

So, my wife has decided that it's time to replace her Samsung Series 7 Ultrabook from about 2013. It's served us well, but it's a Core i5-3337U dual core @ 1.8Ghz, with 4GB of RAM, a 128GB SSD, running Windows 8.1 (it's been solid, so I never upgraded it).

Anyway, she wanted to start playing some Call of Duty with me and some of our friends, so she was considering doing a desktop build rather than a laptop. Her current laptop works, she has an iPad Pro and a Smart Phone....so a laptop isn't a requirement.

Obviously, she is not a hard core gamer, so a lower end video card will suffice...IF I CAN FIND ONE. I got lucky today and won a drawing on an EVGA RTX 3060 12GB XC Gaming.....so it's time to get to ordering parts to build.

As you can see, we are very happy AMD Ryzen campers in my household. My son rocks a Ryzen 5-3800X, I have a Ryzen 9-5900X and the wife is going to have a Ryzen 5-5600X.
