Windows 10: I need help with a windows 11 installation loop

I built a new pc and it seems like the windows 11 installation is stuck in a loop. It’ll download, restart my computer and then open up to download windows 11 again. I’ve gone into bios and there’s no bootable drive except the windows flash drive which is a 1tb WD mybook. The partitions are being created on the m.2 I’m trying to use cause I delete them when I try to install windows again. I have reseated the GPU and moved the m.2 to a different slot to if that would work and nothing. Any suggestions?

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

• What did the HP supported suggested you to fix the issue?

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.
