Windows 10: I need help with something that has been bothering me for a while

So I have a gaming PC (not pre built) and a while back I had a really big problem of my PC crashing and then boot looping and all kinds of crazy stuff. So I went to a local repair shop and gave them my PC and had them re install windows. It was pretty obvious that the way they activated it was a little bit weird. And every single time I would launch a steam game or something else it would ask me for the classic "The feature you are trying to use is on a network resource that is unavailable" and below that it would say "Click OK to try again, or enter an alternate path to a folder containing the installation package 'vc_runtimeMinimum_x64.msi in the box below." And then it would give me the option OK, Cancel, or Browse. And if I press cancel, it cancels. If I press Browse I can't find anything that works or doesn't ask me to find Setup.exe which I can't even run. And if I press OK then it says that a C drive ProgramData\Package\Cache\ a whole bunch of fucking numbers that I can find In a folder in my PC cannot be found. It says right next to that text "Verify that you have access to this location and try again, or try to find the installation package 'vc_runtimeMinimum_x64.msi' in a folder from which you can install the product Microsoft Visual C++ 2017 x64 Minimum Runtime - 14. 14. 26429." And then it gives me the OK option which just sends me back to the Feature you are trying to use doesn't work thing. I would usually just restart my PC or find an alternate install method when this would happen and usually it would work. But here I don't think I have any other options because no matter what I do I run into a roadblock. I am trying to install the EA Play Beta app and I tried installing it from the Xbox Game Pass PC app and from the website. I really don't want to have to reinstall Windows but I would like to also be able to use this really nice feature on my PC.

Edge Search Does Not Permit Change of Region


I got these suggestions from the Microsoft Community forum.No. 1 worked for me:

Thank you for posting the query on Microsoft Community. I am glad to assist you on this.
We have reproduce the issue here and we are able to access non-regional search for google using Microsoft Edge.
I would suggest you to try the below steps and check if it helps.
Step 1:
Clear browsing data option of Microsoft Edge and check if you face the issue. To do so perform the steps below.

1. Click on the More actions icon next to the feedback icon present on top right corner of the Project Spartan homepage.
2. Select Settings and click on Choose what to clear.
3. Check the boxes Browsing history, Cookies and saved website data and Cached data and files and click on Clear.

Step 2:
I suggest you to create a new user account and check if the issue occurs.

1. Go to Settings.
2. Choose Accounts and then select Family and other users.
3. Select add someone else on this PC.
4. Enter a user name and hit next.
5. Click on Finish.
6. Sign out from the current Account and Log into the new account.

Step 3:
It could also happen because of network issue. I suggest you to try with different network connection and check if it helps.
