Windows 10: I need help with The Visual Basic compiler Vbc.exe

I need help with The Visual Basic compiler Vbc.exe it keeps using over 60-70% cpu power in my computer, and i tried stopping it but i wont stop it will auto start it self again so please help me fix it because i cant work on my computer because it takes so much cpu power, This is windows 10, and am form SA if it changes anything

Compile Visual Basic

Im trying to compile a vb file in the command prompt. Its a simple hello word script to test it out. But I get an error:

C:\Users\Me\Documents\IT\vb>vbc helloworld.vb

Copyright (c) Microsoft Corporation. All rights reserved.

vbc : Command line error BC2035 : Error embedding Win32 manifest: Default manifest file cannot be accessed.

How can I fix this?

The vbc.exe is making my cpu to 100%. Even I end task Visual Basic Command Line Compiler it start again. How to fix this?
