Windows 10: i need help with win + shift + s shortcut

it works with other keyboard but i recently got a new one and i cant seem to get it to work on this i keep switching between them and cant seem to find the problem i already tried most of the stuff online but i dont know what to do please help everything else works fine besides that one shortcut

• Have you assigned the “Ctrl + Shift” shortcut for any application?
  

Ideally, the shortcut Ctrl + Shift is used to switch the keyboard layout when multiple keyboard layouts are available. If you have assigned the shortcut for a keyboard layout, you may try changing it by following the steps mentioned below:

1. Press Windows Logo key + I, to open
   Settings.
   
2. Click on Devices and select
   Typing on the left pane.
   
3. Scroll down and select Advanced keyboard settings.
   
4. Click on Input language hot keys.
   
5. Select the layout for which you have assigned the shortcut and click on
   Change Key Sequence.
   
6. Under Switch Keyboard Layout, select
   Not assigned.
   
7. Click on OK (Twice).

I would suggest you to try the following steps and check if that helps.

• Go to the folder C:\Windows\System32 and sort by file type.
• Look for the screensaver file type (.scr).
• Find the file scrnsave.scr(you can choose any of the screensavers).
• Right click and select send to>desktop (create shortcut). The shortcut on my attachment, but when i click on it my screen goes off and on and nothing else.
