Windows Copilot disabling.

I disabled Copilot via the "edit group policy". However, it does not appear that copilot access has been fully removed. Disabled perhaps, but access has not been fully removed. When I click on -start--search text bar , the search summary/history window comes up and voila there is copilot icon with the link to copilot website. I thought edit group policy involved global changes??? Please advise.
