Windows 10: I need to press 3 on my keyboard for a minute before it shows up, what can i do?

if I press 3 it doesn't show up immediately as my other hotkeys. I just need to Hold the Hotkey of "3" for a moment before it shows up

How to fix emoji keyboard not showing up using shortcut
