Windows 10: I recently been charged on my Debit card on a charge i did not authorize

BUYING PAID APPS WITH DEBIT CARDS

My debit card is constantly getting rejected because the Windows Phone Store can't authorize it. I have successfully added my debit card in the list of payment options and have been charged for adding the card three times. But when it comes to buying any
App from the store, the authorization fails. I have checked and re-checked my billing address, phone number, and other important details with the bank and they are correct to the best of my knowledge. I just can't understand why the card is not accepted.

The card number and the CVV are also 100% correct.

It is a VISA Debit Card.

I have a Nokia Lumia 525 and I live in INDIA.

Thrice I have been charged a surcharge by the same Microsoft company for adding the debit card afresh. If the site can AUTHORIZE and ACCESS the card for those surcharges, then why can't it accept my payment for buying Apps.

 

I am receiving a monthly charge that says GOOGLE*Microsoft recurring debit card charge, what is this?

There are two charges on my debit account. I have contacted Google and they do not recognize these charges.

Charge #1 $7.49 from 1/8/2024

Charge #2 $7.49 from 2/8/2024

Both charges say "GOOGLE* Microsoft g.co/helppay# CA recurring debit card charge

I do not remember ordering anything that would cause this charge.

 

Unauthorized charges on my debit card from India without my consent

This is to draw your attention that my ICICI debit card [4018060411**5586] has been unauthorizedly charged by Microsoft for inr 6252.82. Transaction ID is O/201904160918/91050379129
My pin is secure with me and I have not entered any details for any transaction as per my knowledge. Please undo this transaction as it is ilegal as per RBI guidelines in India to charge a debit card without authentication such as pin or OTP from the owner.
Please refund or charge back the amount deducted.
