Windows 10: I recently updated to Windows 11 but my screen is black with Personalised setting Not...

I tried restarting windows explorer through task manager and I saw a quick fix regarding deleting the latest registry entry but I am not sure if its safe to do. I have restarted multiple times and waited for around 2 hours but it remains stuck.

Personalised settings on a black screen

So, I let my PC update overnight and when I finally come back, I see a black screen and on the top left corner, a box labeled Personalised Settings. I've googled a few fixed for this and I think the best way to fix it is with task manager. But apparently,
my task manager won't open when I press ctrl+alt+del.

How can I fix this?

 

Cannot use Settings->Personalisation to change Lock Screen settings

Hello,
Is it possibly the Anniversary Update, which has blocked my possibilities to change the Lock Screen configuration? In Settings->Personalisation that whole option is greyed out today and I'm stuck with a lock screen, which I can't modify or change. Any help for this? Perhaps there is a registry change I could apply? I would be happy for any suggestion.

I've attached an image. My language is Swedish, but I guess that you will recognise the part of the Settings->Personalisation, which is shown.

Personalised Settings after Windows Update?

I have Windows 10 v1607 on both of my PCs. I noticed after the last two cumulative updates that I get a grey box in the top lhs when logging into each account after the update saying "Setting up personalised settings for windows desktop update". This grey box appears against a black background for about 30s then then normal desktop loads and all is OK. Why has this behaviour started in recent updates?
